He's much much better awakened but at your level any rank 2 5 stars will help and since he has great utility even unawakened I would easily r2 him.

No, unawakened he's really bad

He can't get fury buffs unawakened so his damage is pretty poor. He is still incinerate immune and skateboard hits can't be evaded so decent if you have no other evade counter but unduped he isn't worth investing in imo. If you ever dupe him though he is a beast
