Is this bug in alliance Quist???

I just join and didn't move a bit in alliance Quist but suddenly my 2 energy got used....is this bug or am I mistaken something???

    meh, its probably his first time logging in early enough where it starts at 3 energy

    Yeah that's the issues I joined in the biggining
