Whom to Rank up

I have a duped 5* Doctor Octopus at 4/5 and unduped 6* Aegon at rank 1. Should I max out Doctor octopus or Rank 2 my Aegon

I would say Doc Ock, since Aegon needs his sig and a high sig level to really get the most value out of him.
