Who has the highest damage potential in the game?

I was thinking about this earlier, and wouldn't it technically be Hela. In an IDEAL situation, you can practically have infinite furies if you keep building up her spirit of the dead charges. I think Proxima Midnight is also up there in an IDEAL situation without damage caps, but the reason why I think Hela is ahead is because you can infinitely build up spirit of the dead charges and then heavy attack to build up furies.

The reason why many people don't play Hela is that there is no safety net with heavy charging like Quake has (evade), so she is too risky to use in high level content like Act 6. I think that if she had a mechanic where she could evade incoming attacks while charging a heavy attack like Quake's mechanic, she would be INSANE.
