Spry bugged?

The node states ”each time the defender passively evades an attack, a fatigue debuff is placed” however in variant 1 2.3 against the science ultron drone boss, spry still activates even if he is stunned so therefore he can’t evade, is this a bug?

    Never mind he has a 10% chance to place fatigues when you attack him
