Stealth spidey Slow doesn effect nightcrawler

As the title says i used stealth spidey on modok lab nightcrawler boss epic, also on a nightcrawler on uncollected difficulty and it didnt even appear. i have a video but dont know how to upload it.
I was using the Web-foam cartiges
