Guardian special damage unaffected by power shield

So I was doing testing with the 3* guardians we got and I decided for fun to take him against power shield, but I wash shocked that and sp2 with 6 shield charges only did 32k damage, this seemed strange so I tested it against the winter soldier with the same amount of shield charges and it also did 32k damage, is this a bug or an intended interaction with him?

    I also noticed that his special damage was unaffected by scuicide masteries as well, just wanted to add that
