From a company standpoint you probably want people playing and playing as much as possible so people can spend money.
Why not let people trade in quest energy for refills. Either that or sell unlimited normal energy for 12 or 24 hours. A lot of people can't play as much as they want because they just don't have the time. This lets people use more time to play. More playing means people buying more.
