In this video, I showcase that I am not getting a prowess every time I use a special attack. I was not getting the prowess about 60 - 70% of the time for this fight.

Took him on my previous run as well. I think below 100 hits on your meter you don't get the prowess buff. With regards to why, I have no idea too. =(

I think it’s some weird interaction with aegon’s aar, in the first set of skirmish charges it doesn’t trigger much but in the second it triggered every time when I did it a couple months back, and he gains ability accuracy for the 2nd set

I heard somewhere that it's an issue related to chaining a special after a combo.
Try use a special attack without landing a hit to chain from it. Try intercept with a special if possible
