Despair Mastery Malfunctioning

I have despair at rank 1. A heal block and an armour break should lead to 100%+5%+5% (since despair stacks for each debuff) regeneration reduction which should be reverse healing deadpool, but it's not. I have noticed this before too. Is this a bug or is there something I dont know?

When there’s or hel blok ther don’t reg so Hav wil u revser a regeneration when it don’t regeneration

But doesn't a heal block do -100 percent healing? So despair should stack up on that?Or does it just stop healing completely in some innate manner?

When opponent has Heal Block they do not regenerate health. As they are not regenerating health it can't be reversed.
