so i cant exactly understand what it does, the way its written.

it says reversed and reduced both so even if we use healblock that will still deal damage to us?
and considering most of the time we all have the despair mastery so just putting heal block and a stun can take it to negative so would that be considered as reversing it?

Heal blocking it won't hurt you, as well as having the despair mastery or the petrify mastery. Even with all of that combined, you won't be able to reverse any healing unless you have some kind of ability that allows you to do so.

Healblock does hurt you unless it’s passive like warlock or Mysterio. Any Debuff basically that lowers their healing rate will cause you to degen. Either you need to put damage it or use warlock/Mysterio

No. Heal block is fine as is despair like posted earlier. You basically can't use petrify debuffs

Fair enough, i always use Warlock for that node on path1 as it’s passive and the node says debuff. Didn’t know normal healblock works also
