Persistant charges for arena/duel

Is there any development in line to allow persistant abilities to be activated prior to duels or arena fights? , (i.e. Human torches nova flame, stealth suit spideys options, Mister fantastics abilities etc.)
I want to test how Stealth Spidey's slow debuff interacts with Doctor doom but he only activates the vulnerable debuff in duels..
