CIVIL WAR NOT producing passive armor

Yeah so already not working as intended i have tried number of times and since the maintenance last night he is not producing a fixed armor up when doing specials. Tried and its not because i didnt have armor to consume. I had 5 armors did a special and no fixed armor.

I have noticed the same issue, it's not consistent getting the passive armour

Just did another fight and it worked about 50% of the time. I made sure to have enough armor charges to consume.
