Why is Platinumpool not here?

I’ve been waiting SO LONG for this boi to get released but he doesn’t seem to be in the unowned champion screen.

Seeing as theoretically it is possible to get him then why is he being so dang elusive?

Because even if you get all the pieces from the incursion bundle, you can’t get the heart crystal until 2nd September so it’s still 2 updates away
