how to make champions more desirable with less effort

there are lots of champions which are okay but lack just some small adjustment, feature, ability
1. Hulk...his Angry rage fury buf should be lot more potent when he goes below 20%. his value is okay but compared to most other champions his attack even with 1% health left is nothing. we are talking about hulk here
2. Sentry...give him power burn on SP1 or at least one immunity, his damage is good. or let him keep his 0 block during the whole fight after its once activated and reduce the chance for it. so we have to work to get 0 block but once it is there we have it durin gthe whole fight
3. Agent Venom...this dude needs Damage boost. he hits really too weak. his ability set is fine but damage is just very bad
4. hawkeye...give this dude his incendiary arrows as mentioned in his abilities. make his debufs more versatile and potent. he can be a god tier
5. karnak..nice ability set but very low damage. just give him slight improvement
6. moon Knight is genius design but damage dstroys this unique champion
7. Taskmaster has very good ability set+animations...he just lacks damage a lot
8. Beast and Cable go the same way...they could be good but hitting way below average is no fun at all
9. Rocket Raccoon...this guy is a damager and has some def utility but he is so borring because his damage is always the same. add some fluctuation possibility here
10. Phoenix is also very special champion with unique death immunity which cant be bypassed by any champion. she is also hard to handle but a player doesnt get rewarded for this effort. give her debuf potency or buf potency
11. Iron fist..he should get iron breaks just amped like with one more zero on it...this guy should be all about criting and armordestroying. give him way higher armorbreaks to increase his damage with very agressive gameplay and he would be fun
