War Tier Off Season Question

Hey guys trying to confirm if war rating or tier changes in the off season?
I don't think it does but wanted to confirm.

    Depends on your tier, frozen in tiers 1-5.
    Check your war screen to see if your alliance war rating is affected by win or loss.
