2015-2017 3>4 Rank up gems

I currently have the three generic 3>4 5* rank up gems in addition to class based 3>4 rank up gems. It doesn’t let me use a 2015-2017 gem on a champ such as Gwenpool and only gives me the 3>4 skill gem (not year specific). Is this a known issue? Am I missing something?
