Question regarding Resonate and Inequity.

I've searched the forums on this topic and it says inequity only works for base attack values. However, I'm confused as to how Resonate is working now. Can someone who runs Resonate confirm if it's working with modified attack values? These masteries are expensive so I'm trying to be sure before unlocking them.
