Nick fury is probably the better option. Especially if awakened. G99 needs to finish with an s3 to carry over her combo.

Erm. What does free to play have to do here?

That usually seems to mean, limited gold, catalysts, isos.

So, only can do one and wait for a while before ranking / levelling another.
