Monthly quest completely unlocked from beginning

Since there aren’t anymore completion rewards in UC or Cav and this is set up so you can focus on chapters I feel it should all be unlocked from the start. You want us to focus on certain chapters well I may not have a counter for say the boss inCh2 quest 1 but do for Ch3 quest 1 so by you logic I should be able to focus on that chapter and not worry about the other ch I can’t complete
