In the Dev diary, it was mentioned that there was going to be an update to solo events and sig stones availability. It was mentioned late August or early September.

Also "planned for" is an important factor in what they wrote. Plans change. I planned to be an actor when I was a kid, that changed by the time I hit my teen years.
