Blade has still the best regen in game. It’s effective, passive and on demand.
Wolverine may have the biggest numbers, but his regen lacks on utility compared to Blade’s regen 😉

blades regen isn’t the strongest but it’s the best because it’s on demand instead of random

Personally I think it's tied between Blade and Omega. Both potent and skill dependant

Omega can heal 30% with 30 death spores on the opponent by using a sp3

blades is probably the most reliable and strong, but voodoo's is also super useful.

there's a few quests where I build vtd with like 6 regens and 4 power gains and I let them hit me until I got sp3 and I just cycled that

Blade is fine if you regen more then you take block damage

Blade's Regen is somewhat skill based. Intercepts or parries are key.

Blade's falling out of the meta imo, but he still has strong, unlimited, on demand regen that can't be beaten. That's what's saving him atm.

Magik can limbo heal all damage taken during Limbo. You can lose 99% health and get it all back.

Rogue can fully heal with her L1 vs buff heavy enemies.
