No, he was a roadblock/challenge when he was released and he remains a roadblock/challenge for every player that wants to become uncollected.
Not saying the fight is good, I don`t really like the fight. But it does what it needs to.
So in that regard it is not overrated.

I went in with rank 4 4*s. Definitely not overrated.

However, some ppl went in with r3/r4 5*s and were like "omg it was so easy"

Its not a skill fight like other harder, more recent content, its a revive fest imo
