Incursions sectors

Does anyone know how incursions work for the sectors available?
For example: I have no access to sector 8, its blurred out for me.
I just tried to play sector 6 with a friend but I was getting the top zone rewards be he wasnt. He can see sector 8 but I can’t.
It says in the incursions main room that the level of your “selected” champs will determine which sector is available. But without even selecting champs it shows my zone with the “YOU!” Banner as being 6&7.
Is this down to total prestige or champion base rate?
