Heimdall Synergy Warrios of Asgard

This synergy should guve anyone in the team except Heimdall 15% health back. But when I tried using it the max I been getting is around 4%. I dont know if its a bug or I am reading it wrong. Anyone has any insight?

its 15% of MISSING health, meaning to get close to a full 15% you have to be at 1% life.
