Vulture thermal feedback debuff bugged

Can someone explain to me why vulture’s thermal feedback debuff doesn’t work when you also have the siphon debuff up at the same time. With the Tigra synergy, it is pretty easy to have both up at the same time.

    Because Vulture is draining the power not burning it. For Thermal Feedback to work power must be burned not drained.

    I think Siphon debuff has priority over Thermal Feedback debuff because it(Siphon) was applied first. That's why power is not burned but drained.

    I thought the thermal feedback could only be effective the lower the opponent power meter is then the more energy damage it deals

    It’s a rank 3 6* vulture. Did it in beta. Was a lot of fun to play!

    But the power is only drained once. Every hit while the feedback debuff is up should be power burning, or ever hit That isn’t draining also.
