Who should I use my five star mutant gem on?

I originally was going to rank 5 my Old Man Logan but I got Domino so I decided to rank her up instead. Who should I use the gem on (also after domino I didn’t have anyone too great to rank up so I was going to rank 5 him next, until I got a Doctor Doom).
