Nebula

I have seen posted before but have not seen a response from a mod. Nebula's shock charge timer resets when she is hit while blocking. It was not this way when she first came out. Was this a nerf, or simply a bug that needs to be fixed?

I would just like some clarity on it. If it's going to be fixed I want to upgrade her. But if this change is permanent she's not worth it
