New Node Idea - Foothold

At the start of the fight both champions start with a foothold charge. If the attacker lands a hit on the defender both champions charges are removed and a passive degeneration is placed on the defender dealing 10% of base attack every second. However if the defender lands a hit or strikes the attackers block then an identical degeneration is placed in the attacker (both charges also removed)
