A certain Willpower query

15 points are required all the time in defense to use Willpower or just to unlock the mastery? Can I still use wp if I were to remove those 15 points after buying it with 2 carbod cores?

Trust me, especially in endgame content like act 6,willpower is one of the best masteries to have.
You will still be able to put points in things like despair, deep wounds and mystic dispersion and you'll be healing constantly from non damaging debuffs!
