G2099 is better because once you have her ramped up to start the fight with 100 hits and you can use the Pre-Fight ability Huntress(?), the one that makes the opponent lose power with every Medium strike,
Havok will lose his Plasma Charges with every combo so you won't have to deal with unblockable specials and too much Prowess (as long as you don't lose your combo) + You will still have an Armor Up from the unused Digi Soul.

Actually Warlock isn't far behind because if you block his (preferably first) medium attack, Warlock will 10% power drain Havok and he'll also lose his Plasma Charges but you will take block damage in turn (but both SP1 and SP3 power drain the opponent if there is/are infection(s) active)

debuff immune after 10 debuffs
each plasma build up is a debuff and once it goes past 10 it detonates, but since taskmaster has debuff immunity, he won't be exploded

Warlock is better in terms of damage and almost all practical purposes, but Taskmaster has a more practical way of ignoring detonation. Of course, the best Havok ability counter is Cyclops, but we don’t talk about him.

You mean the node that armor breaks you when you haven't landed a hit in 6 seconds? She reforms her armor after 4 seconds again so seems pretty decent to me tho.

"When armor break is in play" also technically gimps Warlock's effectiveness. Guilly's armor literally takes only 4 seconds to reform, my dude. While Warlock's takes 7 seconds or so.
In addition, with her assault function prefight active, she power Burns Havok on every medium attack, which easily keeps his plasma at Bay. Warlock has to take a fair amount of chip block damage to effectively control Havok. Guilly doesn't have this predicament.
