Losing War Rating in offseason

I probably just don't fully understand the system but I was under the belief that T5 and higher alliances could not lose war rating and/or slip tiers as a result of a loss in the offseason however my alliance just did. Any explanantion and/or clarification is greatly appreciated.

    It took me a while to find it but this is why I am confused as to why this happened.

    People in t6 must have moved up, knocking you down to where you could lose rating
