Is Infinity Cap better than Emma Frost?

So recently I opened 2 4 star hero crystals and got an Emma Frost and a captain america(Infinity War) both are rank 2 by now and I am about to rank up one of them. Which should I rank up, please suggest

    I would say Unawakened Cap is still better than Emma Frost although Emma frost won't be a bad choice either. Rank Cap IW first then Emma Frost.
