Morningstar not Gaining Persistent Charges

I was doing some act 2 exploration because I was bored, and decided to use my morningstar that I don't use very often. But everytime I would take down an opponent, my persistent charges would remain at zero. Am I missing something?

    @OneManArmy yes best mystic ingame similar to Aegon :) Best skill once ramped up and she best mystic ones ramped up.

    Would have said something similar about g99 if ghost didn't exist, but oh well...
