Critical Buff during Combo's

I've noticed this has happened with a few characters, but why when I begin a combo I get a critical buff that goes away really fast. It counts towards Dormammu's degeneration and buffet. Is it a mastery, something that's always been in the game I am now noticing, or character-specific (noticed it on Venom the Duck and G2099).

Dang, never knew Dex did that, just read that. So what are some suggestions for Act 5.3 (5th quest I think) with Dorm? Or any Dorm for that matter? No dexing apparently
