Eligibility of Gifting event

I just want to know if there is any eligibility criteria this year for participating in gifting event like story completion progress or level of the account.

I believe you have to be level 15

I'm sure I read somewhere that in the alliance gifting event you need to be in the alliance to contribute to prevent alliances abusing things
