Is Tygra bugged?

In the description of Tygra's abilities, it clearly states that her that Tygra's passive miss mechanic and unblockable effects will not trigger if she is inflicted with a Weakness, Slow, or Exhaustion debuff, however it seems that any debuff cancels these effects. Running suicides with her prevents these effects from triggering even if none of the listed debuffs are applied..... Is this a bug?
