Cosmic combat 1-10% selector not popping

I'm getting a grayed out screen when I claimed my Cosmic Combat Rank Rewards. It's not loading the Cavalier Rank Up selector selection. I've tried logging out and logging back in and it's still doing this.

On a side note, i also cannot play or submit a in-game ticket because of this.
