Thor Ragnarok power gain bug

Trying to understand why an L3 doesn’t stop Thor Rags power gain. The description says nothing about an L3 not counting. I know it’s been like this forever too, so what am I missing?

    Not sure I’ve seen one where the animation leaves them standing. If that’s true, it’s just stupid. Lol
