Question About Bleed Resistance

Alright, so as written in his spotlight, Omega Red has 90% bleed resistance. When Omega Red is made horseman, he gains additional 100% bleed resistance, making it total 190% bleed resistance. So my question is, Does Horseman Omega Red can heal from bleed without having any willpower? Or does resistance only completely mitigates bleed damage? Because if he can heal then caltrops have another rock hard counter other than Cable with Apocalypse synergy and Elsa Bloodstone.

Another question is, what is the difference between having 150% bleed resistance and, suffering form -150% bleed potency?

    I don't believe Omega would heal without willpower. But with willpower for sure

    @Danyal_39 No I he wouldn't be able to reverse the damage and heal off of it. What it does mean is that if you were fighting a champ that had Enhanced Bleed Abilities, that he would still take no damage from it.
