Help please

I was fighting Hulk in arenas and he suddenly went up to 3 bars of power. Is this a mechanic I am unaware of?

What power was he at before this happened? There’s a chance you were using a special or heavy and thought you were giving him less power than you were

he had juts had 2 bars, I was in the middle of a combo and he just got 3 bars. it's not biggy cuz it was just arena. I was just confused.
