Do petrify affect regular power gain?

Is it only power gain buffs or does it also decrease regular power gain like combat power?

    Only stifle paralyze enervate and power lock affect combat power rate im pretty sure.

    Stuff like petrify, LC’s exhaustion, etc are only for power gains.

    Only effects seconds source power. not combat.

    no, petrify does not effect combat power rate that is completely false.
