GIFTING BADGE

I was level 23 before the gifting badge entered, I didnt get the gifting badge . So i thought i needed to get to lvl 25 , and i got lvl 25 but still i didnt get the badge. So my question is when will i get the gifting badge(if i will), or should we be lvl25 before the badge came to get it??

    Have you completed Act 2 yet? That is one of the requirements
