Do Power boosts work in AOL?

I thought I heard someone say (youtuber?) they do not work in AOL so I wanted to be 100% certain

they work, but they are based on a % of the opponents health you take off so they give back almost no power

Yea increasing your damage is all that really works in the end. Power boosts are mostly meaningless with high health pools save those for war
