Is Glancing not a defensive ability? It sure seems like it would be, but Falcon doesn't shut it down. If it's not a defensive ability, how is it offensive?
Glancing is defensive. But it reduces offensive AA. When Falcon hits glancing will reduce his AA before he can do.

I thought about that, but the fact that it's a defensive ability, means it would need to first be triggered in order for it to reduce offensive ability. So, if defensive ability accuracy reduction is present first (like when Falcon is locked on) it should take priority and not trigger Glancing, therefore not triggering the offensive ability accuracy reduction.

Glancing is weird ability. It has priority over almost everything. It can even bypass AAR Immunity on some champs.
Quake
Falcon applys DAAR on his hits. And so is considered as an Offensive Ability. And since Glancing reduces the accuracy of offensive abilties, Falcons DAAR will fail to apply. Rule of thumb, Glancing always takes precedence in a situation
Just remember glancing > everything else. At least its coded this way
