AQ X-MEN X-ercise Dominance node inquiry

In lane 4 of Map 4 AQ I fought against vision, rogue, and venom. While using domino, who has the #x-men tag, I failed to receive the unblockable buff from the global node against vision and the rogue. It did come up against the venom, and again against deadpool x-force miniboss.

I was wondering what would cause the global node not to work on those fights and not the others? It states 100% and I wasn't aware either vision or rogue had the capability to reduce ability accuracy. TIA!

I had thought of that possiblity, but it has never happened in any other fight in any AQ with that node, past or present AQ(s)
