Falcon Vs Juggernaut?

Just interested in knowing if falcon locked on prevent the champions like juggernaut being unstoppable? I have heard he is counter to thing , so I assume he should prevent juggernaut getting unstoppable too?

Just curious, because while doing arena, Juggernaut got unstoppable despite being locked on.

I don't really have idea if falcon is supposed to prevent it.
