Is Mags bugged?

Just wondering because it says his 5% prowess caps at 40, but when I’m refreshing it stops at 30+ the 20% prowess, so usually 35. I then have to keep knocking them down to get to 40? This sounds wrong from the wording in his description. Perhaps I’m reading it wrong thought.

The one's from knocking down are cap at 5, except against metal opponents.
The heavy charging one's are cap at 30
