Magneto not heal blocking doom

Anyone run into an issue of magneto (red) not heal blocking a metal champ? Just faced a doom in war on a node I normally face him and doom was still healing after being magnetized.

The person has the recovery mastery active so Doom still heals 10% of what he would regen. The way Mag’s magnetize works is that it reduces healing by 105% but if your opponent has maxed recovery, then their regen rate(?) is 115% instead of 100%, so he reduces it to 10%.
