Suggestion to help fight the catalyst drought

There are a ridiculous amount of crystal where T4CC can be found. There are a few crystals that give T4B fragments but no where near as many crystals as T4CC (at least for endgame players). I think bundling a crystal to guarantee T4B fragments with a chance for a whole T4B or T5B fragments would solve some of the drought. I also think there should be a similar crystal that guarantees T1A fragments, with a chance at a whole T1A or T2A fragments.
Kabam has offered alpha catalysts in the form of offers instead of content so maybe these crystals could be added into content in the coming months or in a heroic/master mode of variant? They could be put anywhere.
I think this would help alleviate the T4B/T1A/T2A drought. Let me know your thoughts.
